What Movie is this? please?

About 7 years ago I only saw the last 30 minutes of a movie or t.v. show on t.v. There was a man at the family boat house he was reviewing the events that had led to him being there and the world ending. He had a camera on a tripod the he was speaking into. He talked about how he had found the cure for cancer and how the cure was put into the worlds water supply but then like 10 years later it had side effects that started to kill everyone and make them horribly sick. He man was waiting at the boat house for his brother or family because they all wanted to see each other right before the end. Also i think i remember there being a parade.
