Will calling digger's hotline flag me for permits from the county?

I'm trying to install a small french drain / dry well in one part of my yard. Since it happens to be right next to my water, power, and cable I had to call digger's hotline. I'm not sure if I need a permit for this but if I do I don't want to do it right now. So, will just calling them and getting the lines marked somehow flag my house to the county? Thanks for any advice.
