Transfer money to US?

my mother have green card and she want to transfer her money from her old country to US. I can open bank account for her and have her transfer the money. she have about half a million US dollars in Midle East Bank. I wonder if the money will be taxable upon reciept in the US Banks? I feel that this is her own wealth and want to move it to here. I greately appreciate any input.
