What to do with my brother?

My little 11 year old dum**** always manipulates me. When I'm on the computer in the morning, he's starts waking up being loud and wants to go on. He elbows my breathing area, and tries to start an argument to get my in trouble. He eats my food and snack. He drinks all of my soda without permission. He terrorizes me with deals. He tells me I can't do this or that. He's a hypocrite. Do you agree he's stupid? And he looks at my privacy.
