Would there be hospitals that attempt to maintain zero ZPG ?

Unless you live in Asia, there are no ZPG quotas, so I doubt there are hospitals trying to maintain ZPG. Hospitals (paid by insurance) is more likely to NOT attempt risky interventions to save ppl.
