If Obama was tough on immigration why did he write a memo to give "prosecutorial discretion" on deportations?

We are having a big time CARTEL Invasion in Texas. When is he going to step up and protect one of the States. Oh he isn't. He lives in a gl house and us minions are just for him to play with.
